Mission Statement
The mission of CHTEA is to advocate for culinary, hospitality, and tourism (CHT) education programs at all levels (i.e., high schools, community colleges, four-year colleges, and graduate schools) as well as for continuing education for all industry professionals in the state of North Carolina.
Objectives
1. To encourage culinary, hospitality, and tourism articulation agreements between high schools, community colleges, four-year colleges, and graduate schools in North Carolina. To support educational cooperation that encourages the continued professional development of individuals throughout their careers.
2. To share new culinary, hospitality, and toursim curriculum ideas, research findings, and innovative teaching methods with other colleagues in CHT education across North Carolina.
3. To collaborate with state and national trade organizations, industry groups and agencies to promote career opportunities and professionalism of all industry employees.

By-Laws
ARTICLE ONE: NAME
The name of this organization shall be the North Carolina Culinary, Hospitality & Tourism Education Alliance (CHTEA)
ARTICLE TWO: MISSION STATEMENT
The mission of CHTEA is to advocate for culinary, hospitality & tourism education programs at all levels – high school, community college, four year college and graduate – as well as for continuing education for industry professionals in the state of North Carolina.
ARTICLE THREE: OBJECTIVES
1. To encourage culinary, hospitality and tourism education, including agreements between high schools, community colleges, four year colleges and graduate schools in North Carolina.
2. To support educational programming and initiatives that encourage the continued professional development of individuals throughout their careers.
3. To facilitate sharing of curriculum ideas, research findings and innovative teaching methods among colleagues in culinary hospitality and tourism education across North Carolina.
4. To collaborate with state national trade organizations, industry groups and government agencies to promote career opportunities, continuing education, and high standards of professional practice for industry employees at all levels.
ARTICLE FOUR: MEMBERSHIP AND DUES
1. Membership in CHTEA is open to ALL educators, educational support personnel, trade association members, government personnel, or industry representatives who support the mission and objectives of CHTEA.
2. The membership period is twelve months. Membership is from September 1 – August 31. Interim memberships will be prorated on a quarterly basis.
3. Annual dues shall be set by the Board of Directors, and shall be announced to the membership prior to taking effect.
4. Institutional may join CHTEA as non voting members.
ARTICLE FIVE: BOARD OF DIRECTORS
1. The Board of Directors, hereinafter known as the Board, shall act as the governing body of CHTEA and be responsible for developing and implementing policy and representing the position of the organization.
2. The Board shall consist of ten members elected by the general membership. Elections shall be held by mail ballot in the spring of each year and prior to the spring meeting of the general membership. Six members of the Board shall constitute a quorum. In the event of a vacancy, the Board shall select a replacement for the unexpired term.
3. Terms of office for all board members shall be two years, and members may not serve more than two consecutive terms. Board members will begin their terms at the end of the spring meeting of the general membership. Members shall serve staggered terms, with four members elected in even numbered years and three members elected in odd numbered years. The board shall be elected to maintain the following representation:
2 members from two-year colleges
2 members from four-year colleges
2 members from high school
1 industry/trade association representative
1 government representative
2 at-large members
4. The board shall hold a minimum of two regular meetings each year. Additional meetings may be called by the Board as necessary to conduct the business of CHTEA. Seven members of the Board shall constitute a quorum.
ARTICLE SIX: OFFICERS
1. The officers of the organization shall be the president, past-president, president-elect, secretary, and treasurer. The general membership shall elect from the Board membership and by mail ballot in the spring of the year the president-elect, secretary, and treasurer of the organization. The term of office for each office is one year.
2. The responsibilities of the officers shall be as follows:
(a) The President shall conduct all meetings of CHTEA and of the Board of Directors, appoint all members of the committees, see that all provisions of the By-laws are fulfilled by appropriate officers and committee chairpersons, serve as the official representative of the organization, and perform other duties as directed by the Board.
(b) The Immediate Past President shall preside in the absence of the President and serve as ex-officio member of all committees. The Immediate Past President shall assume the office of the President if this office is vacated before the expiration of the term and shall serve until the Board can meet to elect a new President.
(c) The Secretary shall record and distribute minutes of all Board meetings, maintain records, and provide reports specified by the Board of Directors. At the conclusion of the term of office, the Secretary shall forward the organization’s records to the next Secretary.
(d) The Treasurer shall account for monies received and pay bills authorized by the President or Board. The Treasurer shall make reports at the annual business meeting and at other times as requested by the President. At the conclusion of the term of office, the Treasurer shall forward the financial records of the organization to the next Treasurer.
ARTICLE SEVEN: STANDING COMMITTEES
1. The President, with the advice of the Board of Directors, will appoint members to the following committees:
a. Education
b. Professional Development
c. Curriculum
d. Career Opportunities
2. The President, with the approval of the Board, shall have the authority to appoint ad hoc committees as deemed advisable by the Board.
ARTICLE EIGHT: MEETINGS
CHTEA board will convene two general meetings each year. When possible, the organization will meet on the campus of a member school or in conjunction with professional association meetings such as the North Carolina Restaurant Association’s Food Expo. The Board will be responsible for planning the meetings of the organization.
ARTICLE NINE: PARLIAMENTARY AUTHORITY
The rules contained in Robert’s Rules of Order Revised shall govern CHTEA in all cases to which they apply and in which they are not inconsistent with these By-laws and any special rules of order the Board may adopt. (The President will appoint a parliamentarian to serve at each meeting.
ARTICLE TEN: AMENDMENTS
Any member may propose changes to these By-laws by sending the proposed changes to the President at least 30 days prior to a general meeting. The proposed changes must be mailed to all members 2 weeks prior to the general meeting. The proposed changes must be approved by two-thirds of the active members voting at the meeting. Members may vote by written proxy, submitted to any officer of the Board.
